Dr. Colón, as Chief Dental Service, was responsible for developing local policies and procedures related to matters internal to the Dental Service. To include, but are not limited to: a) standards for documentation and coding of dental procedures, b) policies pertaining to Reusable Medical Equipment, c) practice within the scope of care and dental eligibility guidelines; d) provides clinical guidelines including patient treatment, four-handed dentistry, infection control, OSHA guidelines, x-rays, and oral health education; e) directs entry of diagnostic findings, dental care plans and completed procedures into the Computerized Patient Record System adjunct application, and Dental Record Manager Plus (DRM+) for all patients. 3. Dr. Colón, as Care in the Community Coordinator is responsible for the provision of dental review and authorization for services for Dental-Care-in-the-Community (CITC) consults for Dental Eligible Patients at the Gulf Coast Veterans Healthcare System (GCVHCS), Biloxi, MS, and the Overton Brooks VA Medical Center, Shreveport, LA. 4. From 2004 to 2011, Dr. Colón was the Chairman of the Institutional Review Board and the Research Committee at the Armed Forces Institute of Pathology (AFIP), Walter Reed Army Medical Center Campus, Washington, DC. 2. From 2011 to 2013, Dr. Colón represented the Office of Dentistry (OoD) Central Office and VA Dentistry by providing presentations related to General Dentistry, Oral and Maxillofacial Pathology and Forensic Odontology at more than three sites. This exercise provided the opportunity for non-VA Dental Providers to understand the good will and professionalism of the VHACO OoD personnel and the commitment of the OoD to interact with other Federal Agencies including Department of Defense and the Office of the Chief Medical Examiner, Washington, DC. 3. Dr. Colón continued with the analysis of the outcomes from the VA Dental Patient Satisfaction Survey (DPSS) from July 2011 to 2019. He created an Excel template that he populated with the findings and follow-up of the DPSS White Mail Tracker. He reviewed critical responses included in the White Mail from the VA DPSS and identified the concerns and comments from the Veterans completing the survey regarding the dental services and facilities across the VA Dental Services in the nation. After completing the evaluation, he sent letters to the Facility Director for the development of action plans. He contacted the facility’s Patient Advocate when critical issues were identified. 4. Dr. Colón, during this period, serve on the Veterans Affairs Dentists Engaged in Research (VADER) Committee as a Senior Science Advisor on all the monthly conference calls and webinars. Also, he continued serving as a liaison to VA Dental Clinic Chiefs and Clinicians providing the new flowchart of the handling of oral biopsies, after the termination of the Armed Forces Institute of Pathology biopsy consultation services and the creation of the Joint Pathology Center in Washington, DC. He completed a review in medical gases and the US FDA Drug regulations and presented the results to the OoD Staff. 5. Dr. Colón served as a liaison between REdI and the VAMC, Washington, DC, and implement at the VHA Central Office, at least four Basic Life Support (BLS) Courses for Health Providers, as part of the health care providers credentialing requirements. He taught the Advance Cardiovascular Life Support (ACLS) Courses at the VAMC, Washington, DC once a month. 6. Dr. Colón posted “Interesting Head and Neck Cases” at the Audie L. Murphy Memorial Veterans Hospital, AEGD Residency website, San Antonio, TX (VISN 17, station No. 671) for the AEGD residents and Dental staff to review and participate on a monthly teleconference to discuss the differential diagnosis and histopathologic interpretation. Conduct oral and maxillofacial pathology service for the Department of Veterans Affairs, Veterans Health Administration, and as Assistant to the Director of Dental Operations. COL Colón examines, diagnose, and treats diseases, injuries, and defects of teeth, jaw, oral cavity, and supporting structures. 2. As a Forensic Odontologist, conduct a medico-legal forensic investigation at Charles C. Carson Center for Mortuary Affairs, Dover Air Force Base, Dover, Delaware. COL Colón delivered hundreds of man-hours of continuing education to a federal health care professional in a wide variety of venues. 3. COL Colón is a Forensic Odontologist consultant to the Chief Medical Examiner, in Washington, DC. He is a consultant to the 7250th MSU Commander in Dental Readiness. He is the Chief Dental Services for the 7250th MSU and the Chief Credentialing Officer. 4. As the Chief Dental Services and as an advisor to the Command, COL Colón is an invaluable asset. Dr. Colón was Staff Oral Pathologist and Forensic Odontologist for the Armed Forces Institute of Pathology (AFIP), Walter Reed Army Medical Center (WRAMC), Washington, DC, a position he assumed in October 2004. As a Forensic Odontologist, Dr. Colón was assigned to the 436th Dover Port Mortuary Affairs, Dover Air Force Base, Dover, Delaware. When in duty, COL Colón, member of the USA Army Reserve and as Commander of the 7202nd Medical Support Unit, Richmond, VA, was responsible for the Forensic Dental Identification of the men and women who have made the ultimate sacrifice for the USA around the military and non-military conflicts around the world.
