A Neonatologist with over 20 years of medical experience, Dr. Fonseca serves as Professor of Pediatrics in the Division of Neonatology at the University of Texas Medical Branch (UTMB), where he is deeply engaged in advancing the quality of care for newborns and their families across multiple campuses.
Dr. Fonseca earned his medical degree from Instituto Tecnológico de Santo Domingo in 2000, completed Pediatrics and Neonatal-Perinatal Medicine training at UTMB Health, and later earned an MBA from the University of Houston–Main Campus. His clinical expertise focuses on the care of medically and surgically complex newborns, including those born at the limits of viability in the UTMB Level IV NICU. Under his leadership, the UTMB Health Clear Lake Campus NICU provides specialized care for infants born at or beyond 32 weeks’ gestation with birth weights above 1500 grams—ensuring every baby receives the highest standard of care during their most critical early days.
Fluent in both English and Spanish, Dr. Fonseca provides compassionate, family-centered care to a diverse patient population. In addition to his academic and clinical work, he serves as Board Treasurer of the Hispanic American Medical Association of Houston, reflecting his commitment to mentorship, equity, and professional excellence in the broader medical community.
